DOST officials conduct community project visit to CSUG’s CESTEEPH

Officials and staff of the Department of Science and Technology headed by Director Maria Teresa De Guzman from the national office and the Assistant Regional Director Sylvia Lacambra of the Region 2 office conducted a project visit and inspection of the CSU-Gonzaga’s CESTEEPH: A community-based collaborative undertaking for Sustainable Conservation, Rehabilitation and Utilization of Mangrove in Gonzaga and Upgrading of Agri Fishery Products in Cagayan on April 15, 2024 at Barangay Caroan, Tapel and San Jose, Gonzaga.

The DOST Internal Audit Service (IAS) carried-out an on-site visit to SETUP and Local-GIA/CEST projects in the Provincial Science and Technology Offices (PSTO) of Cagayan and Isabela. The team was accompanied by the project members headed by the CEO, Dr. Froilan A. Pacris Jr., duly represented by Prof. Marvin Baloloy.

The visit was found crucial to the auditors to achieve the following objectives: (1) to examine the systems and processes involved in the implementation of SETUP and Grant-In-Aid Programs and evaluate the internal controls and determine compliance of supervision and control with standards, established objectives, procedures, methods, government laws, rules, and regulations, policies, accountability measures, and contractual obligations; and (2) to evaluate the outcome, output, processes, and input of Local Grants-in-Aid (GIA) program, and Small Enterprises Technology Upgrading Program (SETUP) to determine whether these are effective, efficient, ethical, and economical, among other aspects.

CSU-Gonzaga’s CESTEEPH was a DOST-funded project and was even recognized as 3rd Best Extension program in the Philippines in 2019. With the support of the former University President, Dr. Urdujah Alvarado, the project was successfully implemented. After the inspection held recently, the auditors affirmed that the project has made a great impact to the community it served.

At present, the campus has existing projects partnered with DOST. The campus RDE arm has been working committedly in ensuring that projects and programs are implemented properly with respect to specific expectations and agreement with partners with an ultimate goal in mind of extending quality services to the community and to the stakeholders.
