CSU, QSU ink Partnership for Extension Impact Analysis

Cagayan State University (CSU) and Quirino State University (QSU) formally signed a Memorandum of Understanding (MOU) for the conduct of an Impact Analysis on the Extension Program of CSU-Gonzaga, particularly in the College of Hospitality Management (CHM), on September 11, 2025, at the MABRIC Conference Hall.

Representing their respective university presidents, Dr. Elizabeth T. Carig, Vice President for Academic and Research Affairs of QSU, and Dr. Froilan A. Pacris, Jr., Campus Executive Officer of CSU-Gonzaga, led the ceremonial signing. They were joined by other officials who served as witnesses to the partnership.

In his opening message, CEO Pacris emphasized the importance of collaboration for the growth of CSU-Gonzaga, especially the CHM program.

“Through this partnership, we can better assess the impact of our extension programs and use research-based insights to improve them. This will help us sustain and expand our initiatives while ensuring they remain relevant to the community,” he said.
Dr. Pacris also expressed CSU-Gonzaga’s openness to share its practices and facilities, particularly those related to bamboo production.
For her part, Dr. Carig thanked CSU for the collaboration, stressing that the partnership is an opportunity for both universities to learn and grow together.

“Before we look outward, we must first strengthen partnerships within the country. Working with CSU allows us to share experiences and support each other’s development,” she said.

QSU, recognized for its expertise in research and evaluation, is expected to provide objective, high-quality, and credible input in the impact analysis process. This will ensure that CSU’s extension program remains effective and responsive to the needs of stakeholders and the community.

The partnership also includes sharing expertise in instruction, joint research initiatives, and capacity-building activities for both institutions.

Dr. Shienna Gano, Dean of CHM Gonzaga, and Dr. Jonathan Tariga, Program Chair of BS in Hospitality Management at QSU, expressed their commitment to actively support the partnership and its goals.

As part of the one-day activity, the QSU delegation also toured CSU-Gonzaga’s tissue culture laboratory at the Mangrove and Bamboo Research and Innovation Center (MABRIC) and visited the Bamboo Sanctuary.
