On January 17, 2025, Mr. Ramon Henry P. Canapi, Chief Administrative Officer, and Atty. Arjay Pando, University Records Officer, visited Cagayan State University-Gonzaga to brief the regular faculty members and administrative personnel on Budget Circular 2024-06. This circular outline the Rules and Regulations on the Grant of the Medical Allowance to Civilian Government Personnel, implemented under Executive Order No. 64, Series of 2024, starting Fiscal Year 2025.
Welcoming the guests, Mrs. Mary May Baclig, the campus Administrative Officer, spoke on behalf of CEO Dr. Froilan A. Pacris, Jr. She expressed her gratitude to the guests for visiting Gonzaga to share vital and significant updates that prioritize the well-being of employees, particularly their health. She also encouraged attendees to actively participate in the discussion and to raise any questions they might have afterward.
During the orientation, the officials highlighted plans of enhancing employee health benefits through an HMO-type health coverage. The university is currently benchmarking practices from other government institutions and agencies to design a comprehensive health coverage plan for its employees. The proposed HMO coverage was presented during the meeting for possible inputs and suggestions from the body. The proposal shall undergo review by the University Technical Working Group before final approval by the University President.
Mr. Canapi praised this initiative, emphasizing its importance in prioritizing employee health. He assured attendees that the proposed HMO plan aims to be the "best" for CSU employees, addressing their medical needs effectively.
Atty. Pando provided a detailed explanation of Budget Circular 2024-06, covering its purpose, scope, inclusions, and exclusions. He addressed various questions from employees, including concerns about:
-The utilization of the medical allowance for those retiring this year.
-Applicability of the university’s HMO plan for employees with existing health insurance.
-Coverage for employees with pre-existing medical conditions.
Both officials reaffirmed the university’s commitment in improving health benefits and ensuring the welfare of its employees. The meeting concluded with assurances that employee feedback would be considered in finalizing the health coverage plan.
